FINANCE / ACCOUNTING MANAGER
Poulsbo, Washington
Salary Range: $75,000 - $ 90,000 annually
The Port of Poulsbo is seeking an experienced, collaborative, and highly motivated Finance/Accounting Manager to serve as the Port’s chief financial and accounting professional. Located on scenic Liberty Bay in the heart of historic Poulsbo, Washington, the Port operates a vibrant public marina, waterfront facilities, and related public assets serving residents and visitors year-round.
This exempt, at-will position reports directly to the Port Commission and serves as the Port Treasurer and Auditor. The successful candidate will provide leadership in accounting, budgeting, auditing, payroll, financial reporting, treasury management, and public-sector financial administration while ensuring compliance with Washington State laws, State Auditor requirements, and accepted governmental accounting practices.

Primary Responsibilities Include:

Serve as the Port Treasurer and Auditor and technical resource on all financial matters.

Maintain accounting systems, financial records, and internal controls.

Prepare monthly financial statements, cash flow reports, and budget reports for the Port Commission.

Develop, administer, and monitor annual operating and capital budgets.

Coordinate and serve as primary liaison for State Auditor and independent audits.

Administer payroll, benefits accounting, retirement reporting, taxes, and employee financial records.

Prepare annual reports, tax filings, levy certifications, grant reporting, and fixed asset accounting.

Manage accounts payable, accounts receivable, collections, and treasury functions.

Develop financial forecasts, pro formas, capital expenditure analyses, and long-range financial plans.

Draft and annually review financial policies, procedures, resolutions, and administrative controls.

Provide financial support for marina management software and related systems.

Attend and present at Port Commission meetings and other public meetings as required.
Minimum Qualifications

Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or related field.

Five years of progressively responsible accounting or financial management experience.

Demonstrated experience with governmental accounting, budgeting, auditing, and financial reporting.

Strong written and verbal communication skills and the ability to present information to elected officials and the public.

Advanced proficiency with accounting software and Microsoft Excel.
Desired Qualifications
-
Experience with Washington State port districts, municipalities, or special purpose districts.

Knowledge of State Auditor requirements, GAAP, GASB, BARS accounting, and public-sector budgeting.

Experience with grants administration, treasury management, and capital planning.

CPA, MBA, MPA, or other advanced financial credentials preferred.

Experience developing and implementing financial policies and procedures.
Position Details
